Here is related information. On May 9, 2007 President George W. Bush signed The National Security and Homeland Security Presidential Directive. According to critics, the directive allows the president to seize control of the entire country during national emergencies or catastrophes by passing all other branches and levels of Government. This document was signed into law by executive order without oversight or approval by Congress
Strangely enough according to critics there was little discussion in Congress or the media concerning the matter. According to Representative Peter Defazio Democrat from the 4th District in Oregon and also a member of The Homeland Security Committee in the House, the Bush Administration sent out a brief press release of the unclassified portion of the directive. Defazio asked to be allowed to view the classified portion of the bill in a bubble room designed for that purpose. Bush refused to allow him to read the executive order. In the article the spokesperson for the company maintains that the camps will be built encase there is a massive in flux of population of refugees across our borders. However she also stated in national emergencies U.S. citizens could be housed in the camps.
